'Tis simply fact. One must have the ability to perceive the Underworld to oversee it, after all, whereas if one wished to oversee the creation of marine life, they need only become an expert in the field. Any individual with sufficient interest, intellect, and dedication could do so, but no amount of determination would grant one aetheric sight.

Either way, it is not surprising. It is perhaps the thing that marks us as similar. A dedication to the duty we choose to uphold. Mine is to this place, and therefore, the people within it.
