Yes, they are. They're without aether, stripped of it when they turned, and only aether can return to the aetherial sea... Where they may meet those lost one last time before rebirth.

... That is what the scholars of Sharlayan discovered, yes. When one dies, they would return to aether and join the aetherial sea. There they are said to remember all the memories they've lost, if any, and rejoin those they've missed. For however long that lasts depends on the star's whims... To reborn starts the cycle anew.
